Rolling Oaks is included in the City of San Antonio's proposed 2016 annexation area. The ROACC will monitor this process closely to ensure that all associated services and property protections are provide by the city. Please see the pending Newsletter for more information.

No we will be able to maintain our wells and septic systems. The City (SAWS) has no intent of extending those services into this low-density area.

No, there will be the normal public meetings and hearings, but the City has full jurisdiction to proceed with annexation, and almost always does once committed. Rolling Oaks is not the target, but rather all the roofs (and tax revenue) to our west, however they're not allowed to skip over us to annex that area. The City will need to provide (or at least initially commit to provide) fire/police protection. We'll stay on our wells and septic, and our Deed Restrictions will remain in effect. We will gain the protection of City Zoning Ordinances (and City enforcement) for Single Family Acreage Residential zoning which will help us preserve the neighborhood character and property values. We will of course pay City property taxes for that benefit.

There should be a reduced rate for the property taxes since we will not be getting water and sewer and street lights, etc. and full city benefits, just fire and police?

Sewer and water are billed separately, so City taxes would be unaffected.

While that is true for the consumption of these services I think taxes are used to put in the infrastructure.

SAWS actually pays for capital improvements (collection, distribution, treatment, etc.) through their rate structure (utility bills). CoSA doesn't participate in that funding unless there are overlapping streets, drainage, etc. components of joint projects, and then only for those components. That relationship is most common in Texas.
